Description

Legacy industrial infrastructures supporting critical metrology operations increasingly face maintenance and cybersecurity challenges due to obsolete proprietary technologies and centralized monolithic architectures. This work presents an incremental modernization strategy for the Unit of Hydraulic Metrology (UHM) at the Portuguese National Laboratory for Civil Engineering (LNEC), recognized by the Bureau International des Poids et Mesures (BIPM) and EURAMET for liquid flow rate and flow speed metrology. The proposed approach introduces a distributed open-source edge architecture using low-cost single-board computers, open-source supervisory software, and standard industrial communication protocols, while preserving the deterministic control layer implemented in legacy programmable logic controllers. The modernization removes obsolete proprietary communication dependencies, improves maintainability and cybersecurity, and extends infrastructure lifetime without disruptive system replacement, supporting the transition toward Industry 4.0 and Industry 5.0 while ensuring operational continuity and reduced downtime.
