Zhejiang Institute of Quality Sciences (hereinafter referred to as "ZQS") is a Class-II public welfare institution affiliated to the Zhejiang Provincial Administration for Market Regulation, established with the approval of the Central Organization Establishment Committee, and rated as a deputy department-level institution. It was formed by the integration of Zhejiang Institute of Light Industrial Products Quality Inspection, Zhejiang Institute of Standardization, Zhejiang Institute of Metrology, and Zhejiang Institute of Product Quality and Safety Science.
Core Functions
1. Conduct research on the strategies of "Quality-Strengthened Zhejiang" and "Standard-Strengthened Zhejiang", put forward relevant consulting opinions and suggestions, and serve the construction of a scientific and technological innovation system and a modern industrial system in the quality field.
2. Undertake the functions of a provincial government laboratory for quality and safety, build a public service platform for quality infrastructure, and carry out scientific research, achievement transformation, technical services, talent training, and domestic and international cooperation and exchanges in fields such as metrology, standardization, inspection and testing, certification and accreditation, and safety evaluation.
3. Research, establish and maintain national metrological standards, the highest-level social public metrological standards in Zhejiang Province, develop and preserve national certified reference materials, and undertake the work of quantity value transmission and traceability. Provide technical support for the integrated metrology strategy and the standardized use of metrological data. Perform mandatory verification of measuring instruments as well as other verification and testing tasks. Undertake type evaluation of measuring instruments, metrological calibration and other related work.
4. Conduct the formulation and revision of standards and metrological technical specifications, and undertake standard research, verification, testing and evaluation in relevant fields. Promote the application and popularization of standardization. Undertake the construction of standard collections. Conduct research and review on technical barriers to trade (TBT).
5. Carry out research and development of quality technologies focusing on leading industries and strategic emerging industries, and provide technical support for supervision and random inspection, inspection and testing, quality appraisal, and test verification of related products.
6. Provide technical support for quality and safety risk monitoring, research, assessment and early warning of products. Undertake technical support work for defective product recall, investigation of major product quality and safety accidents, response to sudden public quality and safety incidents, and administrative licensing.
7. Conduct certification and technical evaluation of management systems, products and services in key industrial and social governance fields.
8. Conduct research and construction on digital applications in the quality field. Undertake the business management and implementation of commodity barcodes, item coding, product electronic codes and identification, as well as the resource management of unified social credit codes.
Institutional Strengths
ZQS boasts a laboratory area of 120,000 square meters, with fixed assets of laboratory equipment exceeding 900 million yuan, 906 various business qualification certificates, and 102 platform carriers. It has undertaken 483 scientific research projects at or above the provincial and ministerial levels, won 190 scientific and technological awards at all levels, obtained 159 authorized national invention patents, and led the formulation and revision of 789 national, industrial and provincial local standards. The institute has over 800 formal staff members, among whom 40% are under 35 years old, including 34 with senior professional titles; 374 hold master's or doctoral degrees, accounting for 47% of the total staff. In addition, it has 289 person-times of experts serving in national technical organizations and 25 registered experts in international technical organizations.
